What are some budget-friendly but good hotels near Downtown Dubai?

One of my friends is coming to Dubai this weekend and wants to stay near Downtown without spending too much he's looking for a clean and decent place close to Burj Khalifa or Dubai Mall any good budget-friendly hotel suggestions?
