Would I be considered Russian?

Hello all. I am by blood 100% Russian but I live in the USA. My family fled the communist revolution in 1917. We keep the Russian traditions and culture, everything. The only thing we don't have in our family is the language. I have been learning it and can speak it at a basic level. Would Russians living in Russia consider me Russian? Not by birthplace, but by culture and Slavic brotherhood?
