Solenoid Issue 2019 Cushman

I have a new to me 2019 Cushman (EZGO) 48v with the Curtis 1206AC controller. I am having issues with the solenoid as it will never open. As soon as I connect the red positive lead from the charging port (charger never connected) the solenoid closes regardless of the key position or pedal position. It will then stay closed forever until I disconnect that red positive lead from charging port or turn the run switch to tow/storage mode at which point I can hear it open back up. With the solenoid closed the cart seems to work all correctly. I have seemed to check everything I could find online but most of peoples issues seem to be with the solenoid not activated as opposed to my issue of it staying closed. It has behaved this way since I got it so not sure how long it’s done this. Also all the wiring all looks stock with no obvious wiring modifications. Any ideas why it’s doing this?
