Bear Lake, family reunion (around 40 people), dog friendly?

Or if there's no place big enough for 40 and pets, is there a place for most of the family then the rest to maybe camp somewhere quite close by with their pets? Wondering if anyone knows a magic combination/arrangement out there where pets can stay safely and even play safely.
