About faction locked skins

I've seen that the preorder package includes skins for every class, which is already a good step in the right direction, but I'm concerned if it's faction locked or not, like for example the tank skins should be since both factions use different tanks (abrams and leopard 2) but for normal soldiers it still remains ambiguous, not to mention the gravedigger pack, which seems to include a US soldier?
