Why is a President allowed to single-handedly declare tariff rates?

Like he does a boatload of other bs, but this one's always been a head scratcher. The tariffs (which we end up paying for with hiked up prices on everything) are huge economic decisions. And one geriatric guy can just declare numbers while tweeting from his bathroom?
