Questions about fabricating hooks

Trying to form Austria but need a strong hook on the emperor for that. Ive tried fabricating hooks on him but have only gotten weak hooks so far. Is it possible to get a strong hook from fabricating hooks? And if yes, what are the chances for it happening?
