Many stamps in DPS not being cancelled?

Does anyone know why this happens?

It’s not cancelling on the wrong side or anything like that. There is an IMB. I know theres a lot of fake stamps going around, but if the stamps were fake surely it would kick back for postage due and not get a free ride? Just wondering why it might be that I’m seeing this so often.
