Built to Rent

There is going to be 50 small single room houses built to rent near me in a new estate, I was curious at to who will actually be able to rent there I can’t see what diverse housing is, is it going to be housing commission or genuine renters that are struggling to get in anywhere else. I’m curious on how this actually works. Just worried it might turn into a shit hole and cause trouble
