Do XP progression sliders also affect CPU players?

I’m tweaking some XP progression sliders for my dynasty and am wondering if my changes will only impact my user team’s player progression or will my changes impact all player progression across all CPU teams as well? I noticed some positions progress really well while others don’t, but I don’t wanna increase the slider and have all CPU teams overpowered at certain positions because I increased a slider or two.
