Settings to not steamroll New Game+ ?

Justvstarted NG+. Everyone is 99 or close. Difficulty is Expert, set enemy HP to x5, but still steamrolling. Are there some meta settings for making NG+ appropriately challenging?

I've got Cheater on everyone, was necessary for end game, considering taking it off, but I do love the combos it enables. I'd prefer not to nerf my damage either since I like figuring out how to boost it.

Any ideas?
