Should Europe collectively fund a single high powered longwave or mediumwave stations for general Emergency or preparedness purposes?

In the US there was talk of the federal government funding several 50000 kw mediumwave (AM) broadcast stations to serve as relay for State and Federal Emergency Alert relays that were less susceptible to collapse unlike digital systems.

But would Europe benefit from one 5 million watt daytime longwave station or mediumwave station for the same purpose. The band is cleared everyday because people outside of Britain and a few countries no longer have any mediumwave broadcasters and longwave. it doesn't have to run at 5 million watts all the time. At night less power is need to cover 1000 miles. London to Moscow is appx. 1000 U.S miles
