So has the hit box shifted?

The last few days I’ve had issues with head shots. I will put 20rds in someone’s dome and they keep coming like nothing happened. The replay doesn’t even show they’re taking any damage. I thought maybe it was lag or bad service but it’s happened on WiFi, in full service, you name it. Just now I put whole mag into a guy climbing a ladder and never registered a hit. Wtf is going on?
