Loaning high potential YA players lowers potential? True or not?

I have couple 96-99 potential players in my YA. I want to loan them out when they hit senior squad, but I’m skeptical since I saw someone say that max potential a player can have after loan is 92 (so their potential would decrease in this case). Is that true however or should I just loan them out?
