Is the acting industry in Miami a good place to start in the USA?

I posted a few days ago with some questions, but it was deleted because of the FAQ issue. I've been looking for these Florida questions and others in the FAQ, but I couldn't find them. Let me know, and forgive me if I'm being repetitive. So lets start. I'm not American, but I have family in Florida, and my husband has a job offer to work on an oil rig in the Miami area, which he turned down because I'm scared of moving to the US. We have the option of moving to Miami or Los Angeles because of his job. When I started to really consider going, I found myself wondering if it would be better to go to Los Angeles (with the overcrowding of actors already there), where we don't have anyone, or to Miami, where we have family. However, I don't know anything about the acting market in Miami. I don't know if it would be a good place to start in the US (as a foreign, starter, no money, with an accent and blah blah blah). One thing to add, his salary wouldn't be much, around 6k, and I would have a H4 visa with ead, so I could work in any field to earn some extra money. I don't know what our quality of life in LA would be like with that salary either.
