Should I say happy birthday

Hey guys me and my ex broke up about a year ago. We have been on and off ever since then doing like 50% together 50% single and never been official even though at times we go on dates and have sleepovers which feels like we are back together. Last week I finally made him decide to either fully commit or leave me alone and he decided we shouldn’t talk anymore and said that he would block me (he hasn’t as far as I’m aware but haven’t tried to call or message so not 100% sure). His birthday is next week and like I was planning to do something nice for his birthday before but now I feel like not even saying happy birthday since we’re not even on talking terms. Plus I feel like if I say happy birthday to him it gives the impression that I’m starting our on and off situation again and that i don’t think I deserve better. I honestly want this whole situationship to end but since we’re on “good terms” I’m not sure whether to say it. Help??? Thanks guys
