Restrictions to paint balcony?

Hi, we’re fixing up our balcony and was planning on painting it. I heard from someone there could be restrictions on painting it since its visible to public?

I’m assuming as long as we paint it back to the original colour it shouldn’t be a problem? Also, this is a really interesting restriction, anyone got more info on it?
