Got in the First Merit list!

I’ve been offered admission to BS Embedded System Security, but I believe I may qualify for Software Engineering in the 2nd or 3rd merit list. Should I pay the fee to secure this seat and then apply for upgradation? Also, what’s the process to apply for upgradation?
