How can CPS really do nothing?

It just dawned on me that years ago my father’s daughter (she’s old enough to be my mother so don’t come for me, I was a child at the time) was charged with child neglect and lost custody of my niece because she was homeless and living in motels and her car, selling sex (basically what these 3 do with OF).

How is Imajen able to keep her baby like this?? It’s only a matter of time before they lose custody of him. Especially if drugs are involved (I suspect they are). It’s apparent that this is the life that they live and they are not trying to change.
