Is chain thunder useful at all?

I'm trying to think of a situation in which it could be good. In my farming runs (ehp) the enemies health is in the octillions by the end. CL doesn't scratch them. Maybe in my champs runs? Usually my run end when I can't kill them fast enough and they get a hit or two. Thoughts?
