I need help with my dad

My dad is 77 years old and a 100% disabled vet based in California. About 6 months ago, he broke his hip and has lost his mobility because he doesn’t really move. On top of everything he drinks and takes pain meds so he’s very out of it. Recently he has been falling a lot. My mom is his main caretaker, she is 75 and half his weight and size. She has called the VA and they told her that they can send a nurse in 3 days or he has to be evaluated at the VA. He doesn’t want to go. Additionally, he becomes very alert - he doesn’t want to be under any care so he suddenly switches on and makes it seem like nothing is wrong. So this makes it difficult for the doctors/nurses to build a case for him to stay. He needs round the clock care at this point.

If you have any advice it would be greatly appreciated. We just don’t know what to do at this point.
