Fire Department for Tent?

A tent has appeared in the green space behind my house. My partner just went up to check it out and besides the fact that they have a huge container of camp fuel they are also mixing fertilizer with something in jars. 311 didn’t seem overly concerned, would calling the fire department do anything since there’s camp fuel? WTF can you even be at with fertilizer?
