Processing Forbearance

I submitted an IDR request (to get off SAVE) to Mohela in January. I have a confirmation of receipt dated 1/12/25. A month later, on 2/26/25, I get a letter from Mohela saying my loans are in forbearance and that I will not receive credit towards PSLF for those months. I just recently re-submitted an IDR application and got confirmation of receipt on Aug 4, but I see no mentions of processing forbearance. Does that not exist anymore??? It's not my fault that Mohela never switched me to a valid payment plan.
