UPT base preferences

How much of a say do I have in UPT base preferences? Really wanting Vance so I can be near my fiance who wants to do Intel at Tinker. What goes into the preferences (rank, PCSM?)

Also, is there a way I can request a later UPT start date? Basically a longer casual status at my UPT base?
