Is it normal to get a duty bill for $90 for a $137 jacket?

I feel like this is very dishonest from the T1 shop.

I already paid $47.23 for the shipping and I now get a bill for $90 from fedex?

Is there anything I can do like return the jacket and not pay the duty? This is ridiculous I'm paying 100% freight+tax on the thing lmao

This was the T1 2nd uniform jacket they wore at MSI.
