[only on book 3] Why isn't Ember the FIrst Consort if he is with Pearl and she is queen?

I was confused at the end of book 3 that Ember promised he did not want to be first consort and so Moon got to keep the position. Instead of being related to queen rank, is consort rank related to the order in which they were chosen?
