It is said that those who mentor districts other than their own are viewed negatively, but not explored...Thoughts?

SpoilerSunrise on the Reaping

I don't remember the exact moment, but early on, Haymitch said that victors who mentor other districts are seen as some kind of pariah. It makes sense because technically, the victors in this situation would be collaborating against their own districts. I know Haymitch has a lot of trouble thinking about this, but it also seems like something was building up to this due to a few things.

For example, Haymitch killed Barb and Angle, who were from District 4. Of course, Haymitch doesn't have many options and he doesn't even remember their names, but they have someone to look up to, family and acquaintances in District 4. Maybe Mags knows about them.

But Mags is also described as being kind to her tributes for a long time, at least years before meeting Haymitch. And fifteen years after being brutally punished and having difficulty speaking, she managed to secure a trident for Finnick in his game, considered the most expensive sponsorship a tribute has ever received.

And I also think Maritte can be considered indirectly killed by Haymitch. If he never tried to sabotage the arena, the gamemakers wouldn't be there, and Maritte wouldn't have been involved in the mess, resulting in her brutal death. This makes me wonder if Mags felt responsible for this by encouraging Haymitch.

Haymitch also noted that Maritte's death was misrepresented in the recap showing her death on the last day while her face was shown the night before. Capitol citizens seem not to have noticed, but what about District 4? I think they may have even wondered how Mags returned injured.

And as for District 3, it's an interesting case. Wiress hasn't had the chance to mentor tributes from her own district yet, but she did spend a year in Victor Village. So she was Ampert's neighbor, who must have grown up there, perhaps because of his father being Victor. However, I don't remember Wiress recognizing Ampert or him saying he knows about her. Of course, he's smart enough to figure out she's not colluding against him.

The situation also looks very bad for District 3: If Beetee couldn't mentor District 3 (Victors aren't allowed in the Training Center, right?) and Wiress is with District 12... Who would be mentoring District 3?

My theory is that it's not as if Beetee didn't try to plot against the Capitol alone, but that District 3 tried to organize a rebellion.

Sorry, maybe I'm rambling too much. Any thoughts?
