Is the Long Halloween considered part of current continuity?

Was reading New History of the DC Universe and noticed no mention of the events of the Long Halloween, Two-Face even had his original origin from Earth-Two, so im just a bit confused. Also, Batman and Robin meet prior to Two-Face on the timeline section, is that hard canon or is it more a vague "these are villains Batman would've fought by now".
