Chuck's being allergic to electricity while living in a desert state.

Albuquerque and New Mexico in general might not get as blazing hot as say Arizona or Nevada but still most of the summer months the temperatures are in the high 90s. Chuck is essentially enduring summer months in a very warm state with no sort of air conditioning or even fans to cool himself down. He can't even make any ice at home because of not being to have a working refrigerator/freezer. So all ice to help him cool down has to be brought in from the outside.
