Did Bungie break Encore?

I’ve done the mission twice now. Once by myself learning it and then another duo (was a trio but the hunter left.) when I was by myself I didn’t do it before the time ran out, but as the duo we did it with just over 29 minutes to spare. Both times the Choir of One has not dropped.

Unless I’m missing something. Bungie broke it, not me.
