No takers on my bird feeder?

So i got a window bird feeder and it’s been over a week and no birds have noticed. I’m next to the army navy country club. I’m in a townhome but no backyard and the front yard is about 3 feet with several bushes lol. I can still do a little something. There’s birds in the area i hear but they just haven’t noticed my feeder.

I’m wondering what I can plant (ideally in window boxes or I could do a couple pots) that would attract some birds over ? I was thinking about some pots of milkweed on the ground to get some insects but my window bird feeder is on the second floor so I’m not sure that’ll help anyway.
