book of dragonslaying ??

Does anyone know the skill checks required to finish the book of dragonslaying, or if their is some action that locks you out of reading it? A guide I found indicated it takes stealth and magic, so I've been grinding those stats, but I'm lategame and out of books. No matter what I cannot get my Arzu to pass the event. Please help!
