Emperor's lust

And no, it's not the hentai stuff if you wonder... I just started the game again after 300 hours played and just now I have realized I have a perk/state called Emepror's lust Now my question is:
- Was it there from the beggining and added later one?
- Did anyone try to wait it out (it seems like a timed stated in seconds)

Never seen it before, wonder what it actually does.
Had to mark it as act 1 spoiler but I don't think it actually is.
