Radial menu making the game lag on PC

as of the latest patch (35)

radial menu is still lagging for me during split screen. aiming at enemies is laggy too, taking many seconds to update information while changing targets.

trying to examine enemies is near impossible it freezes the game for a few seconds while trying to do it .-.

any help?
