Tax return sent to the wrong person???

Tax Law

Location: Connecticut

I contacted the irs a few months ago because I never received my federal tax return (I did receive the state one tho). They said their files say it was sent to me but it never showed up in my bank account

I just received a letter from the IRS that states “Dear Taxpayer: We're responding to your inquiry dated Apr. 08, 2025. On Apr. 29, 2024, we deposited your refund of $589.00 into account number [redacted] at [redacted, not my bank], as requested. If you have questions about this refund, contact your financial institution. If you have questions, you can call [irs number]”

Again, the bank they deposited the tax return is not my bank. It never has been. I’ve never even heard of that bank and I’m not even sure if they have a branch in my area

I filed my taxes on TurboTax that year. How is it that they got the wrong bank for federal tax return but not the state tax return?

My job also had gotten my social security wrong that year and this year, but I didn’t notice until this year.. could they have sent it to the person with that social security number somehow even tho I obviously didn’t give them any bank info for them?

I plan on calling the irs again tomorrow but their website says “If funds aren't available or the bank refuses to return the funds, the IRS cannot compel the bank to do so. The case may then become a civil matter between you and the financial institution and/or the owner of the account into which the funds were deposited.”.. if I can’t get the money back who am I supposed to take to court? The bank? The person who received the money?? The irs??? It was their mistake as far as I’m concerned
