Manager wasn’t ready to interview

Left my current job early to interview for a new job, walked in, manager asked me the same questions they asked me on the phone before making the interview person interview and then admitted that he wasn’t fully ready for the interview and asked me to come back at the same time this Thursday… am I right for being aggravated or is this some sort of test?
