Question on the loop theory

I finished silent hill 2 remake. Its my first silent hill and I love it, im not over it and im also not recovered. I heared that james is stuck in a loop does that mean angela and Eddie are also stuck in a loop. (Also is james stuck in a loop till he overcomes it?)
