How to change title bar background color w Blue Topaz

I'm trying to change the title bar background color with blue topaz. I tried to set the color in 2.3.17 titlebar style under the style settings catalogs, but it doesn't update.

Also would like to change the side ribbon bar background color, what settings need to be changed?
