Is it normal for water to be dripping down a subway tunnel?

Every time I take the train for work, I keep seeing puddles of water in the sides of the train tracks. And occasionally, there'll also be drops of water dripping down the windows, as if it's raining. Is this normal in a fully underground subway system? Shouldn't the tunnels be watertight?
