Need skills info

Brace for long spiel

My r5 found this site https://wos-formation-generator.davidemarcoli.dev/bear Earlier it lets you pick all your hero and shows you best combo for your rally and joining rally’s The site seems flawed but main thing for lancer hero it won’t allow gen8 sonya with her 20% damage up(1st skill) and 25%attack increase for all troops(part of 2nd skill)but will suggest gen9 Fred with 3 terrible skills but his widget skill is 15% rally troop attack.

!So to the actual question are widget skills applied differently than normal skills for this to make a difference as Fred widget skills is less total increase than sonya skills are they not, anyone got any info would be nice
