2 week itinerary November

Hi all, I'm going to be in Philippines this coming November 3-20 and looking to do some island hopping. Start point will be Manila and I've been considering this package deal https://www.trailfinders.com/tours/south-east-asia/philippines/tour-philippines-island-hopper but it's pretty tight for time. Also seems to be rather expensive so could I save considerably more if I book everything myself? is a 2-week time frame enough for Palawan to Cebu to Boracay?
