Radeon 9070 on 500W power supply?

I've got a HP Victus 15L with a 500W power supply and kinda want to upgrade the included RTX 4060 to something more capable as I play at 1440p and frame rates can be kinda iffy on certain games. As a result I'm considering the Radeon 9070 and 9060XT 16GB.

However, the 9070 says the minimum is a 650W power supply. I do know that the AMD Radeon drivers include both undervolting and underclocking so I was thinking that perhaps I could use that on the 9070 to make it work on a 500W power supply. Does anyone here run a 9070 on 500W and could chime in on how that has been?
