Why some strange behaviour of male Waiters in the Hotels?

I have often vacationed in bulgaria and Romania. The male waiters in the hotels are very polite at first, but the question of a one night stand for money keeps coming up sooner or later. I saw West-european tourists and even married couples among them, who agreed to this. Why? why they Waiters asked such things?
