Can you put a gutter before a meter?

I have some service entry pipes coming in too close to a building and need to move them out a few inches. I plan to do this with a gutter as they come out of the ground, between the transformer and the meter. There will be no splices. Is this okay?

Also, can incoming and outgoing power share a gutter?
