[HELP] finding the location of someone's phoen

Hello, I'm trying to locate the phone of a friend who won't see me. I've tried phone tracking sites, and they're just crap. These sites ask for permission from the person you want to track to get their location. Forget it, plus you have to pay, and then you get a stupid $40 subscription. I tried these sites in Tor, and they're just as crap; these sites don't work.

Does anyone have the name of a REAL site that actually finds people's locations without their consent and by walking, please? Or the contact details of a guy who can find the person for you (for a fee, of course).
