Got whea 124 blue screen

Rtx 3070 galax Msi spatium m450 1tb 2x8gb ddr4 3200 I5 10400f Gygabyte h410 580w psu

I was playing alan wake 2 and I got this error I tested cpu it work without any problem on stress test Temp is 67 Gpu works without any problems temp is 66 and hot temp is 77 I tested self test nvme and lots of copy works without any problems But psu 5v goes down to 4.6 And 12v goes down to 11.4 And fans are so loud and psu is nearly 15 years old is that problem because of psu or is it other components? Thank you all
