Can someone please explain to my Tartaria

I have been listening to Ancient Historia on YouTube talk about Tamerlane and how he is tartarian but I still don’t know what that even means.

He points out that both genghis khan and Tamerlane are said to have red hair which I find very interesting but I don’t see how that connects to tartaria.
