Spying neighbour

Hey 👋 I think my neighbour across from me is spying on me & watching me when he’s drunk. I hear him creeping about and often see him in the kitchen with the lights off and his cigarette glowing in the darkness. He’s so weird. What would you do? How do you tackle the situation?
