Weird brown bumps next to mouth

Hello, My 4 month old kitten has weird brown bumps next to his mouth on both sides. We thought they might be dried food but they are difficult to clean off which makes us think they are scabs? Is it normal for a kitten to have food dry on its cheeks? Thanks
