Can't Generate UPC code - VI

I’ve been using the same VI number for more than 2 years, no porting, no SIM replacement, literally nothing. But when I try to generate a UPC, I get this error:

“UPC cannot be generated as the period of last activation of mobile number is less than 90 days.”

This makes zero sense, Has anyone faced this before?
